Infrastructure charges for the period after December 31, 2017 announced
AS “LatRailNet” has set charges for the use of the public-use railway infrastructure for carriage for the period after December 31, 2017. Charges shall enter into force starting from January 1, 2018.
Starting from January 1, 2018 charges in euro per train kilometer net of VAT are as follows:
– freight trains: EUR 11,08
– passenger trains using electric traction: EUR 7,27
– passenger trains using diesel traction: EUR 6,10
– passenger trains using locomotive traction: EUR 6,94
– narrow gauge trains: EUR 2,52

On Determining the Charges for the Use of the Public-use Railway Infrastructure for Carriage for the Period after December 31, 2017
JSC “LatRailNet” performs the essential functions of the public-use railway infrastructure (hereinafter – the infrastructure) manager, based on the Paragraph 35 of the Transitional Provisions of the Railway Law.
JSC “LatRailNet” is the charging body indicated in the “2016/2017  Network statement” and in “2017/2018 Network statement” based on Article 28 of the Railway Law and the Paragraph 5(1) of the Cabinet of Minister’s Regulations Nr.244 of April 19, 2016 “Regulations on the content of public-use railway infrastructure network statement” which in accordance with the Railway Law, shall perform decision-making on infrastructure charging, including determination and collection of the charges.
According to the Paragraph 40 of the Transitional Provisions of the Railway Law, the decision of the Council of Public Utilities Commission No.1/21 of September 21, 2011, “Methods for calculation of the charges for the use of the public-use railway infrastructure for carriage” (hereinafter – Methods) shall be applicable until the approval of the infrastructure charging scheme, but not later than by July 3, 2017.
The Methods prescribe the procedures for calculating charges for the use of the public-use railway infrastructure for carriage in the volume described in the Paragraphs 1 and 6 of the Methods (hereinafter – charges).[:]
JSC “LatRailNet” stated, that:[:]
According to the Railway Law and particularly Paragraph 35 of the Transitional Provisions, provisions of the infrastructure manager’s 2016/2017 and 2017/2018 network statements, as well as the Paragraph 2.2 of the Methods,
JSC “LatRailNet” the board meeting votes affirmatively on decision:
1. to determine the following charges for the period after December 31, 2017 in euro per train kilometer net of VAT:
– freight trains – 11,08 euro;
– passenger trains using electric traction – 7,27 euro;
– passenger trains using diesel traction – 6,10 euro;
– passenger trains using locomotive traction – 6,94 euro;
– narrow gauge trains – 2,52 euro;
2. to set January 1, 2018 as the date when the charges for the period after December 31, 2017 determined in the Paragraph 1 of the decision part shall enter force.
The decision shall enter force immediately and its extract will be send for publishing in the official edition of “Latvijas Vestnesis” within three working days.
A complaint regarding the compliancy of the charges determined in the Paragraph 1 with the Methods may be submitted to the State Rail Administration within one month from the publication of this decision in accordance to the Paragraph 43 of the Transitional Provisions of the Railway Law.
