JSC “LatRailNet”
JSC "LatRailNet" was founded on 27 December, 2010.
JSC "LatRailNet" is a subsidiary company of the SJSC "Latvian Railway" that according to the Railway Law performs the essential functions of the public-use railway infrastructure manager - decision making on capacity allocation and train path assignment, including both the determination and assessment of accessibility and the allocation of individual train paths and decision-making on infrastructure charging, including the determination and collection of the charges.
According to Railway Law, if the dominant company of a concern (a capital company) is the infrastructure manager of public-use railway infrastructure, but the dependent company is a railway undertaking, then the essential functions of the public-use railway infrastructure manager must be carried out by another dependent company of the concern (a capital company) which is not a railway undertaking and meets the requirements of independence as the provider of the essential functions of the public-use railway infrastructure manager.
As set out in Directive 2012/34/EU, member states shall ensure that the essential functions, determining equitable and non-discriminatory access to infrastructure, are entrusted to bodies or companies that do not themselves provide any rail transportation services. Regardless of organisational structures, this objective shall be shown to have been achieved.

Obtained a master's degree in social sciences from the University of Latvia, a master's degree in engineering in mechanical engineering technologies and an engineer's qualification in technological process and production automation at Riga Technical University.
Has worked in capital companies and state institutions related to electronic communications, railway infrastructure, conformity assessment and standardization, gained experience in the boards and councils of state capital companies, has been the Deputy State Secretary for Information and Communication Technologies of the Ministry of Environmental Protection and member of the Council in SJSC "Gaisa satiksme", director of the Communications Department of the Ministry of Transport, as well as member of the Council of JSC “VRC Zasulauks”, member of the Board of “LGS Mācību centrs” Ltd, director of the Business and Industry Competitiveness Department of the Ministry of Economics and member of the Board of “Standartizācijas, akreditācijas un metroloģijas centrs” Ltd.
Currently is a Chairman of the Board of SJSC “Latvijas Valsts radio un televīzijas centrs”.
MĀRTIŅŠ BIČEVSKIS

Has worked as a State Secretary in the Ministry of Finance and Ministry of Justice, participated in and led the councils of state capital companies in the energy and real estate sectors, was the President of the Association of Commercial Banks. Has a career in public administration, as well as extensive experience in representing private business interests. Startup ecosystem enthusiast and Latvian sports ecosystem activist.
Currently is a member of the Executive Committee of the Latvian Olympic Committee, the president of the Handball Federation, and a member of the Board of the Latvian Private Equity and Venture Capital Association.

ANDREJS PANČENKO

Obtained a master's degree in law at the University of Latvia, bachelor's degree in art at the Liepāja Academy of Pedagogy.
Professional activity for the last 20 years has been closely related to the field of financial services, of which for the last 15 years he has been a member of the Board of the international car leasing company “ALD Automotive” Ltd and a member of the Baltic management team of “ALD Automotive”. From 2013 to 2015 managed “ALD Automotive” in Lithuania.
Prior to that, worked for Swedbank Group companies, gained experience in the work of public capital companies as a member of the Council of “Rīgas Satiksme” Ltd.
Currently is the executive director and management consultant of “AJKC” Ltd.

Obtained doctoral degree in economics at Faculty of Engineering Economics and Management of Riga Technical University.
Previously held positions at SJCC "Latvian Railway" concern subsidiary companies JSC "LatRailNet" as CFO and LLC "LDz Infrastruktūra" as chief economist.
Member of the work group CHRISTINE (Charging Railway Infrastructure in Europe), member of PRIME group (the Platform of Rail Infrastructure Managers in Europe), member of the management board of North Sea- Baltic Rail Freight Corridor.
Term of office: from 22 July, 2016 to 21 July, 2021.
GUNTARS LAPIŅŠ

Born 22 October, 1970
Professional Master's degree at Riga Technical University's Institute of International economic relations and customs (Administration of Customs and Taxes)
Previously worked as a member of the board and the director of legal and administrative affairs at SJSC "Latvian Railway" concern subsidiary LLC "LDz Infrastruktūra". Before joining SJSC "Latvian Railway" concern held different leading positions at State Revenue Service of Latvia.
