Infrastructure and network overview

Public-use railway infrastructure in Latvia is freely accessible and open to freight and passenger transportation as well as for performing technological processes. All railway undertakings which have a licence and the required safety certificates can qualify for the use of railway infrastructure capacity if they have submitted an infrastructure capacity application to JSC “LatRailNet” according to the existing regulations.

JSC "LatRailNet" takes decisions on the charges for the use of public rail infrastructure and capacity allocation on the basis of the equality principle and the requirements of the optimal use of rail infrastructure. In performing its functions, AS LatRailNet has a duty to ensure equal, fair and non-discriminating access to railway infrastructure to all railway undertakings. For instance, railway undertakings that perform equal railway transportation services under equal conditions are charged equally for the use of the infrastructure and equal application evaluation criteria is set when allocating capacity etc.

In Latvia public-use railway infrastructure capacity for transportation is used by two passenger and three freight railway undertakings.

The Network Statement (available here) provides detailed information to those interested in performing transportation using public-use railway infrastructure managed by SJSC “Latvian Railway” (reg. no. 40003032065). The Network Statement is intended mainly for railway infrastructure capacity applicants enabling freight and passenger railway undertakings to prepare a capacity application for the corresponding annual working timetable period. The Network Statement provides general information about the network, describes access conditions, including those necessary for obtaining an operating licence and a safety certificate, characterises the available infrastructure, describes capacity allocation procedure, defines services included in the basic service package and additional services for which separate contracts have to be signed and describes the principles of charging for the use of the infrastructure and services provided.
