AS "LatRailNet" performs continuous monitoring of comparable and agreed key performance indicators (KPI) of the railway sector. Performance indicators have been selected from the Latvian National Development Plan 2021-2027 and the Transport Development Guidelines for 2021-2027, as well as expanded with a system of supporting indicators, which are used to evaluate the effectiveness of decisions of essential functions. In this section you can find information about:
Added value of the transport and storage sector
- The average personnel costs per employee in the transportation and storage sector show an upward trend across all Baltic countries. In 2023, personnel costs increased by 5.8% in Estonia (reaching 16.3 thousand EUR per year), by 14.3% in Latvia (12.8 thousand EUR per year), and by 14.3% in Lithuania (13.6 thousand EUR per year). In the European Union (EU 27), average personnel costs per employee in the transportation sector increased by 7.3% and are twice as high as in the Baltic countries. In the costs for railway infrastructure maintenance, personnel expenses constitute the largest share. Therefore, this trend indicates a potential further impact on the increase in infrastructure fees. To mitigate this and ensure competitiveness, it will be necessary to improve the infrastructure maintenance processes.
- The added value in the transportation and storage sector in the Baltic countries shows a downward trend. In 2023, the added value in the transportation and storage sector decreased by 5.3% in Estonia (to 1.8 bn EUR per year) and by 4.3% in Latvia (to 2.19 bn EUR per year).
- The transportation and storage sector in the Baltic countries overall has seen a decrease in the number of employees (0.1%), although Lithuania shows an increase in the number of employees. In Latvia and Estonia, there is a decline, particularly significant in Latvia. In 2023, the highest number of employees in the transportation and storage sector was in Lithuania, reaching 105.7 thousand employees, which is a 2% increase compared to 2022. In Latvia, the number of employees in this sector decreased by 8%, reaching 61.5 thousand, while in Estonia, the number of employees also decreased but only by 1%, reaching 49.9 thousand. Over the last 5 years, the number of employees in Lithuania has increased by approximately 6.9% (or 6.8 thousand employees), with a slight decrease in 2020. In Latvia, the number of employees has decreased by approximately 24.9% (or 20.4 thousand employees) since 2018, reaching 61.5 thousand in 2023, with a continuous decline since 2018. In Estonia, the situation is relatively stable: after a decrease in 2020, the number of employees slightly increased in 2021 and 2022, but decreased again in 2023.
- The transportation and storage sector is closely linked to international shipments. After growth in the previous two years, the volume of the transportation sector decreased by 7.8% in 2023. The volume of transported cargo declined across all modes of transport, driven by a reduction in the volume of cargo transported in international shipments. The most significant decrease was in rail freight volumes (-27.6%), due to the drop in international shipments, while road freight transport declined by 0.3%, affecting both domestic and international shipments. The volume of cargo handled at ports decreased by 19.6%.
Dynamics of railway freight and passenger turnover intensit
In the Baltics, in 2023, the total number of train-km in cargo transportation compared to 2022 has decreased by 23.7%, while in passenger transportation, it has increased by 17.0%.
In the Baltics, the indicators of the turnover intensity of rail freight transportation in 2023 continue to show a generally downward trend. In 2023, 5,190 thousand freight transports were carried out through the public infrastructure of the Latvian Railways. train-km., the amount of cargo transported in Latvia decreased by 27.6% (to 15,636 thousand tons) compared to 2022, when 21,588 thousand tons were transported. a ton. Cargo volume in Estonia and Lithuania decreased by 43.0% (from 17,708 thousand t to 10,096 thousand t) and 12.1% (from 30,977 thousand t to 27,224 thousand t), respectively.
Indicators of the dynamics of the intensity of passenger turnover in the Baltic States show that, in general, the demand for passenger transportation has increased in recent years, and it is expected that, as transportation services develop, the demand will continue to grow in the coming years. In Latvia, 6,540 thousand passengers were transported by railway. passenger-km. In 2023, a total of 17,087 thousand passengers were transported, which is an 8.9% increase in the number of passengers compared to 2022, when 15,694 thousand were transported. passenger. The number of passengers in Lithuania increased by 12.9%, reaching 5,039 thousand. the number of passengers, including passengers transported by railway in Estonia, increased by 10.7%, reaching 7,805 thousand. passenger.
