On March 30, 2021, the Board of JSC “LatRailNet” has approved the Amendments of the JSC LatRailNet 30 June 2017 regulations No.JALP-7.6/02-2017 “Collection scheme” (adopted on 03.07.2020., min. No.JALP-1.2./57-2020) with Board Decision No. JALP-1.3./12-2021, protocol No. JALP-1.2./12-2021.
JSC “LatRailNet” has approved the amendments to the scheme in order to determine the procedure for applying the application security payment and the ad-hoc application payment to the performers of certain technological processes.
Considering the changes in the Capacity Allocation Scheme, as well as the fact that the review of the railway infrastructure capacity request is a paid service, it is necessary to make appropriate amendments to the Charging Scheme, providing the procedure and contingency plan payment. As the activities of process operators are not related to the performance of transport and are not always planned in advance, the fee for processing ad-hoc applications for process operators should be set at a level that does not exceed the fee for processing capacity applications in the annual capacity allocation process.
The amendment draft was developed in compliance with the provisions of Section 12, Paragraph two of the Railway Law, that is, in consultation with the applicants and the infrastructure manager, also involving the performers of certain technological processes in the discussion.
