On September 20th, 2023, the board of JSC “LatRailNet” adopted board decision No. JALP-1.3/8-2023 (protocol No. JALP-1.2/51-2023) “On determining the average direct costs of the unit, the charges for the minimum access service package and access to the infrastructure connecting the infrastructure to the service facilities, and other related charges for the period from January 1, 2024, and approving amendments to the charging scheme.”
JSC “LatRailNet” has approved the charges for public use of railway infrastructure and other related charges for the period from January 1, 2024. According to this decision, existing charges for infrastructure, approved by JSC “LatRailNet” decision No. JALP-1.3/44-2022 (protocol No. JALP-1.2/44-2022) “On the indexation of infrastructure fees for the period from September 1, 2022, to December 31, 2022, and for the period from January 1, 2023” are not valid after December 31, 2023. Considering the changes related to the determination of infrastructure charges, JSC “LatRailNet” has also made amendments to the charging scheme, specifying the list of railway transportation market segments included in the scheme and making technical clarifications in the terminology used in the scheme.
The list of railway transportation market segments from January 1, 2024, will be expanded to include new market segments such as international passenger services within the European Economic Area (EEA), domestic grain freight services, international freight transport services within the North Sea-Baltic Rail Freight Corridor, and freight services of building material supplies for the construction of Rail Baltica infrastructure (without the use of node infrastructure). Going forward, container and contrailer freight transport both in domestic/EEA and international transport from/to third countries, will be included in combined multimodal cargo transportation market segments.
