AS “LatRailNet” and the Lithuanian Railways make amendments to the cooperation agreement

On May 13, 2022, Latvian AS “LatRailNet” and Lithuanian AS “LTG Infra” agreed on amendments to the agreement signed on December 9, 2019 “On cooperation in distributing infrastructure capacity in more than one network”.

Topics discussed in the amendments include:
1) Development of railways that cross the Latvia-Lithuania border in accordance with Annex 3 of the agreement;
2) Representation of railway applicants when requesting infrastructure capacity;
3) Cooperation in the organization and initiation of international train routes (for ad hoc requests of cargo trains).

The Pre-arranged Paths (PaPs) for Timetable 2023 are now available and published in the PCS

PaPs are dedicated capacity for international rail freight, published in a PaP catalogue on the 2nd Monday  of  January of each year for the following timetable (11 months before the timetable change). PaPs are defined in accordance with specific parameters such as load, length or locomotive type and are organized and presented in logical geographical sections. The PaP-catalogue is displayed in a transparent way in the IT tool called Path Coordination System (PCS) and forms the basis for international train path requests.

JSC “LatRailNet” is officially included in RFC NS-B management structures

On May 27, 2021, JSC “LatRailNet” and EEIG (European Economic Interest Grouping) received confirmation that JSC “LatRailNet” is registered in The National Court Register of Poland(Krajowy Rejestr Sądowy).

More about Rail Freight Corridor North Sea – Baltic

RFC NS-B was established on the 10th of November 2015 according to the Regulation (EU) 913/2010 concerning a European rail network for competitive freight. With the extension the Corridor now runs through eight EU Member States: starting in the North Sea ports of Antwerp, Rotterdam, Amsterdam, Wilhelmshaven, Bremerhaven and Hamburg spreading in central Germany through Aachen, Hannover, Magdeburg and Berlin to Warsaw and the Polish-Belarus border in Terespol. A branch leads from Magdeburg to Prague via Falkenberg and Dresden. In Falkenberg starts the Southern branch in Poland to Wrocław and Katowice. Another branch leaves from Warsaw to Kaunas and to Riga and Tallinn.

RFC NS-B includes more than 8000 km of railway lines and connects the most important North Sea ports with Central Europe and the Baltic States providing a rail bridge between Eastern and Western Europe.

The RFC NS-B infrastructure contains:

  • 4480 km of principal lines,
  • 2524 km of diversionary lines,
  • 1008 km of connecting lines,
  • 950 km of expected principal and diversionary lines,
  • 201 terminals
  • 12 seaports: Antwerp, Rotterdam, Amsterdam, Wilhelmshaven, Bremerhaven, Hamburg, Riga, Ventspils, Liepāja, Paldiski, Muuga and Sillamäe.

How Latvia segments the railway market for infrastructure charging

There are different ways in which countries determine segments on the rail market for infrastructure charging. In a webinar on 17 March, an online seminar on railway transportation market segmentation was held by LatRailNet, the Latvian charging body. It was also presented how it deals with changing market conditions and how discounts can be applied to stimulate using the rail infrastructure to its full capacity.

PUBLISHED: Amendments to the Collection and Charging Scheme approved by the board of JSC “LatRailNet” on 9th March, 2021

On March 9, 2021 the Board of JSC “LatRailNet” has approved the amendments of the “Charging Scheme” (approved on March 30, 2017. June Regulations No.JALP-7.6 / 01-2017) and the “Collection Scheme” (approved on March 30, 2017. June Regulations No.JALP-7.6 / 02-2017) with Board Decision No. JALP-1.3./07-2021, protocol No. JALP-1.2./07-2021.
